You mean joining servers by built in browser in game? Yeah, it's fine, they usually use some server sided anti cheats like SMAC (SourceMod Anti-Cheat) just like in CS:GO.

Usually yes. But since only the server owners know what is actually installed on the server we can't give you a 100% answer.
Nobody has complained about any issues with community servers since release.

Server sided are mostly effective against rage and snapping aimbots, like 180 degree snap (0 smooth).

As long you play legit, there is nothing to worry about. You can google yourself what server sided anti cheat can do, it's mostly effective against rage cheats.
