DMA sold red, flashing green

I bought the enigma 75t dma with basic firmware.  After plugging everything in, the dma's light glows solid red and flashing green.  I have tried cold booting, vt-d is disabled, windows memory compression is disabled and at 0 but the green light is still blinking.  running the dma tool software in the loader is unable to detect the dma and just recommends that I try cold booting.

 

has anyone had an issue like this? Is there anything else I could try to fix this?
