So I currently play Tarkov at work. I have to run a VPN to play anything. I was curious if anyone has or could tell me if you could use Express VPN for instance and setup a VPN with the 2pc radar?

you need a second pc or a vps, with the vpn connection you connect your both devices, that's it. 

(no need a vpn provider like express)

Yes I understand that. I have ran radar before, but was curious if I could run my express vpn and still run radar? Because I know you have to sync both pcs.

You cant use 3rd party VPN

I can run clutch using a VPN on top of the 2pc local vpn

2PC use SoftEther VPN ,but sometimes I need to use 3rd party vpn to let my ping get low on game pc,in this situation,2sec PC Radar will not connect

You cant use 3rd party VPN 
If you have issues with ping try to use different connection method for example Hybrid or RouterVM and try again
